If Any teams wanna spend more than 50 millions pounds they have to pay 30% fee on what they will spend to EPL as revenue sharing fund..
For example, if Man City wanna pay 270 Millions Pounds on Kaka then they have to pay 81 Millions Pound to the league..

As much as l hate these billionaires coming in and ruining the Premiership l think that kind of rule would just be a way of giving the Premier League money that it really does not need!
We should not deter chairmen from buying big players, it is their right!
