EDIT - a later answer mentions chairmen using clubs to make money. No. Most football clubs bankrolled by rich chairmen would fold without that money, & in fact lose money. It is just that losing a sum like £100 million is a drop in the ocean, if u r worth £500 billion.

Because the Clubs are property to make money from, not sport for the people.
